Two Voices Written for One Hand
by: David from www.piano-play-it.com

When you see a rest sign upon a note it means that in that bar two different voices are played simultaniosly.

So while the lower voice plays a certain note the upper voice remains silence until its later entry.

So basically, you're supposed to read each voice apart on the same staff and play the information displayed on both voices at the same time.

I hope this explanation is clear
