Hi Owen,

The value of a quarter rest remains always silence for one beat.

The only rest sign that changes according to the time signature is the whole rest.

If you'll see a whole rest on a 4/4 bar it will be worth four quarter while if you see it on a 3/4 bar it will be worth 3 quarters.

For the rest.. It's always the same...

A quarter rest = one beat
A half rest = two beats

and so on...
